Job Title: Supply Chain Senior Officer
Reporting to: Supply Chain Manager
Job Location : Sur, Al-Sharqia-South, Oman
Team Warehouse Team (2-3 staff) Procurement & Contracts Team (2-3 staff)
Location: Sur Industrial Estate, approximately 12 km north of Sur City on the coast of the Gulf of Oman located approximately 200 km South-East of Muscat.
Asset Description: Sur IPP is a 2000 MW CCGT power plant which is the largest power generation unit in Oman, comprising of 5 x Gas Turbines (v94.3) from Siemens and Steam Turbines from Fuji.
Job Purpose: Head and manage the company’s supply chain department which include following high level activities:
1. Procurements
2. Long term Contracts
3. Logistics (including import permits, shipping and transportation, customs etc.)
4. Inventory and warehouse Management
Education
An accredited degree or industry recognised qualification in finance and procurement.
Professional qualification in supply chain / contracts management (e.g. CIPS (L4 or above) is desired.Experience:
12+ experience relevant experience in professional procurement, contracting, warehouse management including draftingand negotiating commercial contracts with at least 3 years in a leadership / managerial role.
2. Experience in similar industry will be advantageous.
Core Competencies:
1. Demonstrate deep understanding of Commercial Contracts and best practices in Procurement and Contracts Management.
2. Understanding of Customs and tax laws
3. A sound understanding of the different procurement / contracts management strategies available for supporting spares
purchase.
4. A good working knowledge and experience of parts refurbishment and tracking techniques.
5. Excellent communication, presentation, IT and interpersonal skills. Excellent verbal and written English language skill particularly relating to Contracts drafting.
6. Knowledge of ERP Software and reporting
7. Microsoft Office Applications particularly Word, Excel and PowerPoint
8. Ability to build and work with multi-cultural and multi – disciplinary staff9. Ability to work autonomously, prioritizing tasks and activities in line with business objectives
10. Ability to build effective relationships with key stakeholders.Key Responsibilities
Job Description
1. Prepare and implement annual Procurement / Contract Placement Plan including procurement budgets.2. Oversee end-to-end procurement processes, including requisition, approval, and purchase order issuance, compliance withprocurement policies and ensuring proper documentation.3. Implement and optimize procurement policies, procedures, and workflows.4. Ensure timely and accurate procurement of goods and services to meet operational needs.5. Develop and implement procurement strategies aligned with organizational needs.6. Supplier relationship management including broadening supplier base.7. Identify potential suppliers, evaluate their capabilities, and establish supplier selection criteria.8. Lead negotiations for favorable terms, pricing, and quality standards.9. Resolve disputes and conflicts with suppliers in a timely and effective manner.10. Draft, review, and negotiate contracts.11. Monitor contract performance and manage any amendments or changes.12. Analyze and report on procurement costs, variances, and savings.13. Identify cost-saving opportunities while maintaining product or service quality.14. Setup departmental KPIs and ensure achievement of targets.15. Manage logistics operation including sea / air shipments, import permits, custom clearances, payment of custom duties and taxes, relationship with freight forwarders and local transportation of equipment.16. Management inventory and warehouse operation by implementation best inventory management and storage practices in warehouse.17. Ensure all warehouse transactions are appropriately documented and in line with required procedures. Avoid overstocking, identify obsolete stock and meet KPIs.18. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, fax machines. The role also requires use of specialized softwares. This is a full-time position. The employee needs to follow the normal working hours (40 hours / week) as per the Company Policy. This position sometimes requires long hours and occasional weekend work as job duties demand. Travel : Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
