POSITION SUMMARY
This position is in anticipation of a contract award. Please note the location of this position will be in Oman full-time.
The Senior Advisor shall provide expert guidance and provide the advice and technical assistance needed to develop, implement, and sustain cyber reforms and policies at the EDD under COSSAF. The Senior Advisor shall also advise COSSAF and support effective interagency coordination on cybersecurity within the Government of Oman.
RESPONSIBILITIES
- Assist with defining the cyber roles and responsibilities of COSSAF leadership, the EDD, and, upon partner request and in coordination with Embassy Muscat, other Omani Armed Forces entities.
- Assist COSSAF and the EDD with development of validated technical requirements for cyber operations that are used to inform long-term resource planning.
- Assist COSSAF and the EDD with development and implementation of strategic-level human resource management policies that further cyber professionalization throughout the Omani cyber defense community.
- Develop strong professional relationships with key stakeholders in COSSAF and the EDD, and then act as a trusted advisor to them.
- Establish a working relationship with main counterpart(s) in COSSAF and the EDD and participate as an advisor in any related new working groups and / or initiatives already underway which contribute to the overall objective(s).
- Integrate into the U.S. Embassy political and security cooperation structure in order to share information, expand connections, and bolster relevant projects underway. The Senior Advisor shall coordinate regularly with the U.S. Embassy Political Section, including by notifying the Political Section at least 48 hours in advance of any meetings with senior Omani government officials, to be defined as General Officer or above, and sharing meeting readouts and notes with the Political Section, SCO, and Defense Attaché Office (DAO) within 24 hours of the meeting. The Senior Advisor shall also brief the U.S. Embassy Political Section, SCO, and DAO monthly, at a minimum, on his / her activities and achievements, and as requested by embassy representatives.
- In close cooperation with senior COSSAF and EDD officials, identify existing gaps in cyber defense. Conduct consultations with relevant officials from across the Government of Oman to inform gap analysis.
- Share expertise and recommendations with COSSAF and the EDD as relevant on how to prepare for required reforms and to establish and manage cyber defense. This may include providing recommendations to the government on any legislation, policy or procedures, doctrine, or training that may be needed to successfully improve Oman’s cyber defense.
- Assist COSSAF in promoting effective, responsible, and accountable employment of force by developing standard operating procedures for integrating domestic and international legal considerations on cyber defense into operational decision-making.
- Where other barriers to institutional change with regards to strategic planning exist, the Senior Advisor shall work to identify those barriers, make recommendations to COSSAF to overcome them, and, where possible, work to address them in support of the desired end state.

QUALIFICATIONS
U.S. citizen.Master’s degree in areas such as Cybersecurity, Cyber Defense, Global Technology and Development, Information Systems Security, or Digital Forensics, or a similar field AND at least five (5) years of U.S. military and / or U.S. civilian professional experience with cyber defense and security.Bachelor’s degree in Cybersecurity, Cyber Defense, Global Technology and Development, Information Systems Security, or Digital Forensics, or a similar field AND at least ten (10) years of U.S. military and / or U.S. civilian professional experience with cyber defense and security.Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02 / GS-14 or industry equivalent).Four (4) years of experience developing strategic-level cybersecurity and cyber defense strategy, policy, or procedures.Two (2) years of experience communicating cybersecurity policy and technical concepts to a variety of stakeholders.Three (3) years of experience working with senior officials in a foreign government and / or foreign military.Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract / task order performance.PREFERRED QUALIFICATIONS
Proficiency in Arabic (such proficiency must be demonstrated by a Foreign Service Institute (FSI) score of 4 or higher, a Defense Language Proficiency Test (DLPT) score of 2+ / 2+ / 2+ or higher, or a Common European Framework of Reference for Languages (CEFR) score of C1 or higher.)Have received one of the following certifications :Certified Information Systems Security Professional (CISSP)NIST Cyber Security Professional (NCSP)Certified Information Systems Auditor (CASP)Certified Chief Information Security Officer (CCISO)BENEFITS

WORKING CONDITIONS
Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8 : 00 am to 5 : 00 pm, however some extended or weekend hours may be required.
PHYSICAL REQUIREMENTS
May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday.
