Job Description
We are seeking a highly experienced and detail-oriented Tender Manager to lead and manage all tendering activities for our construction and industrial projects. The ideal candidate will be responsible for preparing comprehensive and competitive tender submissions, overseeing the full bid cycle from opportunity identification to final negotiation.
This role demands advanced technical and commercial skills, particularly in cost estimation, rate analysis, bid strategy, and technical procurement coordination. The Tender Manager must work closely with internal teams, vendors, clients, consultants, and JV partners to ensure timely and high-quality submissions.
Key Responsibilities
1. Tender Management
- Lead the end-to-end tendering process for public and private sector projects.
- Review and analyze tender invitations and contract documents to identify scope, risks, and compliance requirements.
- Conduct pre-bid site visits (as needed) to gather relevant data on logistics, utilities, soil conditions, and site accessibility.
- Prepare complete tender documentation, including technical and commercial submissions.
- Prepare RFOs / RFQs for subcontract works and major equipment to obtain competitive quotes.
- Draft technical specifications in coordination with engineering teams to ensure clarity and completeness.
- Perform detailed quantity take-offs, cost estimation, and rate analysis based on BOQs, drawings, and specifications.
- Coordinate with engineering, planning, and commercial departments to finalize costing, markups, and program alignment.
- Develop pre-qualification documents and company profiles tailored to each opportunity.
- Lead post-bid negotiations and technical clarifications with clients and consultants.
- Coordinate with JV partners, consultants, and authorities during all phases of the bid cycle.
2. Vendor Management & Technical Procurement (Tender Phase)
Engage with key vendors and subcontractors during the tender stage for major equipment and works packages.Manage vendor prequalification and quotation review processes.Align technical offers from vendors with project specifications and evaluate deviations.Support vendor selection for critical packages based on technical and commercial evaluation.Participate in preliminary procurement planning and procurement strategy definition for major works.Requirements
Required Qualifications & Skills
Bachelor’s degree in Civil Engineering, Quantity Surveying, or a related discipline.Minimum 10–15 years of experience in tendering, with at least 5 years in a lead or managerial role.Expertise in cost estimation, rate analysis, and pricing for large-scale construction or industrial projects.Experience drafting RFQs, technical specifications, and coordinating with vendors during tenders.Familiar with market trends, supplier networks, and pricing benchmarks.Strong technical understanding of construction drawings, BOQs, and execution methodology.Proficient in MS Excel, Word, AutoCAD, and document control tools. Primavera and ERP familiarity is an advantage.Solid understanding of various contract types (Lump Sum, EPC, Design-Build).Strong negotiation, presentation, and communication skills.Ability to assess and report on technical and commercial risks clearly to senior management.Experience in client-facing roles, bid presentations, and business development support is preferred.
