Overview
The Senior Project Manager "Resident Engineer" is a senior member of the supervision services team. He manages supervision projects of high complexity and has the highest level of responsibility on site, including team management, schedule and cost control, quality and HSSE management, risk management and client management throughout the project lifecycle. He is the primary point of contact with all parties involved in the project and ensures supervision projects are delivered on schedule and on budget. He reviews, comments and approves contractor submittals and manages the supervision team to ensure the fulfillment of client requirements, while maintaining a positive and reputable company image in all interactions. The jobholder reviews, assesses and responds to all claims raised by the contractor regarding scope, schedule and cost changes of supervision projects of high complexity and manages variation orders with client and contractor. He stays abreast of the latest trends and developments in the construction supervision space and adopts best practices where applicable.
Key Responsibilities (Financial)
- Provide input on the pipeline of supervision projects, indicating likelihood of wins, to the Senior Manager - Supervision
- Develop detailed project budgets for supervision projects of high complexity
- Monitor and manage project budgets and resource allocation, ensuring adherence to allocated budgets and investigating reasons for budget overruns
- Ensure supervision projects of high complexity are delivered on schedule and on budget

Lead the coordination with client counterparts to finalize project commencement orders for major / supervision projects of high complexityGuide the coordination with local authorities to obtain required approvals, licenses, permits etc. for supervision projectsManage client relations, including managing project expectations, sharing project progress and issues / risks and responding to client clarifications on technical and contractual issues on major / supervision projects of high complexityEnsure client satisfaction with construction supervision servicesEnsure the delivery of quality and HSSE training and awareness sessions to supervision staff, as neededKey Responsibilities (Internal Business Process)
Support the Senior Manager - Supervision and the Proposals Section with the development of supervision proposals, including providing input on delivery costs and margins, reviewing technical and commercial proposal submissions and providing input on project and contract risks, as neededEnsure contract documents are signed by the contractors and client counterparts and that design NOCs and approvals by authorities are sent to contractors during the pre-construction phaseLead internal and external project kick-off meetings and ensure stakeholders are aligned for major projectsReview and approve the contractor's work program, ensuring compliance with client and contract requirementsReview, comment and approve contractors' submittals on projects, including staffing proposals, organization charts, shop drawings, method statements, project procedures, traffic management plans, etc.Guide the verification and communication of project scope baselines, including goals, deliverables and success criteria to relevant stakeholders for major projects and projectsReview and approve contractors' QA / QC plansReview and approve contractors' HSSE plans and ensure compliance of plans with local codes and regulationsReview and approve project risk management plans, identifying potential risks and corresponding contingency plansMonitor supervision project schedules and investigate reasons for delays with contractors for major projects and projectsReview, assess and respond to all claims raised by the contractor regarding scope, schedule and cost changes of projects and manage variation orders with client and contractors, as neededReview contractors' Requests for Information (RFIs) and liaise with local design support teams to obtain required information on queries related to design documentsGuide quality inspections on contractors, ensuring all quality issues are raised and non-conformities action plans are developed and implementedEnsure the implementation of HSSE procedures and a safety inspection regime on sites including monitoring HSSE activities, recording all site HSSE defects and carrying out accident and incident investigations on sitesGuide inspection of works according to Requests for Inspection forms submitted by contractorsEnsure materials testing for supervision projects, including checking materials samples against specifications, approval of materials testing laboratories, inspection of batch plants, etc.Review and approve contractors' testing and commissioning plans for major and projects of high complexityEnsure that as-built drawings, O&M manuals and warranty certificates are provided accurately by contractors, as per project and client requirements for major projects and projects of high complexityEnsure that final inspections, testing, commissioning and handing over procedures of the works are carried out and that all snags are recorded and issued to the contractorEnsure the rectification of list of snags during the Defects Liability Period and guide final re-inspections for major projects and projects of high complexityGuide the preparation and issuance of Take-Over Certificates, Defect Liability Certificates, Final Accounts and Statements of CompletionGuide the development of project progress reports in coordination with the site teamsReview and approve contractors' payment certificates and review contractors' unit rates for new work items not covered in the original Bills of QuantitiesPrepare K&A invoices for supervision services to the client and follow up on timely collectionKey Responsibilities (Learning & Growth)
Conduct project close-out activities capturing lessons learned and successful / unsuccessful project elementsUpload relevant deliverables, such as drawings, specifications, price lists, etc., into the K&A knowledge repository as per corporate policies and proceduresQualification, Technical Skills and Competencies
Bachelor's Degree in EngineeringMaster's Degree in Engineering is preferredChartered Professional Engineering certification or equivalent is preferredExcellent knowledge of construction supervision servicesUnderstanding of international engineering standards and codesSolid knowledge of local rules and regulationsStrong project management skillsGood interpersonal and leadership skillsGood communication skillsSpecific Experience Required to Execute this Role
25 years of experience as "Resident Engineer" or "Construction Manager"Industry experience within Sultanate of Oman or the Gulf region on at least 3 water projects including minimum 1 drinking water supply project in a top tier regional / multinational consultancy firmExposure to all construction supervision aspects, including Client management, contractor management, supplier management, contract administration, quality management, dispute management etc.Understanding of international engineering standards and codesExperience with standard conditions of contract, including such conditions as those developed by the FIDIC, AIA, EJCDC, ICE, etc.Experience in evaluating and settling claims, and managing disputesSkills
